RIBO Ontario Broker Licensing Exams and the 2026 Qualification Changes
The Registered Insurance Brokers of Ontario (RIBO) licensing path changed materially in 2026. The current RIBO Level 1 exam is a three-hour, 100-question multiple-choice assessment covering general insurance and industry knowledge, habitational insurance, travel health, automobile insurance, and commercial lines. RIBO states that 15 additional questions are piloted and do not count toward the grade, and candidates need at least 75 percent to pass. Passing the examination is one step in licensing, not automatic proof that every licensing requirement has been met.
Management-level qualification is also in transition. The Level 3 Management exam is still available in 2026 but RIBO has announced its retirement for January 1, 2027. Qualified candidates can use the Level 3 Accelerated Management Exam, and Level 3 licensing also depends on experience and education or designation requirements. Anyone preparing beyond Level 1 should therefore verify the current pathway before paying for an exam or course.
Level 1 measures practical general-insurance knowledge across several product lines
The Level 1 blueprint is intentionally broad because a new broker must understand more than one policy type. General insurance principles and industry knowledge form the foundation, while habitational, automobile, commercial, and travel-health content test the ability to apply that foundation to common client needs. The weighting also means candidates cannot ignore commercial lines simply because their first job may focus on personal insurance.
Study by comparing risks and coverage decisions rather than memorizing isolated definitions. For each product area, identify the insured interest, major coverages, exclusions, conditions, limits, common endorsements, and the information a broker needs before recommending or placing coverage. Then connect those details to Ontario-specific rules and broker responsibilities. This creates a framework for unfamiliar scenarios instead of relying on recognition of practice questions.
The Level 1 blueprint is broad by design. RIBO currently allocates the 100 scored questions across general insurance and industry knowledge, habitational insurance, travel health, automobile insurance, and commercial lines, with 15 additional pilot questions that do not count toward the grade. A candidate therefore cannot safely ignore a smaller domain. Preparation should use the official weighting to distribute review time while still treating legislation and product wording as connected parts of broker competence.
Ontario legislation and RIBO rules are part of the professional competence being tested
RIBO examinations include regulatory material because a broker is a licensed intermediary with duties that go beyond product knowledge. This reasoning makes the regulatory material easier to retain and supports professional judgment after the exam.
Regulatory knowledge should be practiced in scenarios rather than as isolated names. Ask what a broker may communicate, document, bind, disclose, or escalate in a realistic client interaction, and identify which rule or professional obligation controls the decision. Passing the exam does not by itself create a licence

RIBO explicitly separates examination success from licensing approval. Passing Level 1 is a required step, but applicants still have to meet the regulator’s licensing criteria and process. Candidates should therefore plan the administrative route alongside exam preparation: confirm eligibility, application requirements, employer or brokerage context where applicable, and any background or documentation issues early. Treating the exam as the entire licensing process can delay employment even after a successful score.
Level 2 changed from an exam route to designation-based qualification
RIBO retired the Level 2 Technical/Commercial and Technical Farm examinations at the beginning of 2026. The current approach recognizes industry designations and specified course combinations as evidence of the technical competence needed for Level 2. RIBO lists pathways involving CAIB, CIP, FCIP, ACIP, CCIB, and other recognized qualifications, with some partial course combinations accepted for Level 2 eligibility.
Candidates should therefore stop studying for a retired Level 2 exam unless they are reviewing historical material for work knowledge. The practical question is which recognized designation or course sequence fits their career plan. Someone already working toward CIP may have a different path from a broker enrolled in CAIB. Verify the current RIBO licensing page because the accepted qualification list is a regulatory requirement, not merely a training recommendation.
The Level 2 transition is especially important for anyone using older study materials. RIBO retired the Technical/Commercial and Technical Farm Level 2 examinations on January 1, 2026 and shifted qualification toward recognized education and designations. An archived Level 2 exam manual can still teach insurance concepts, but it should not be presented as the current route to the licence. Current applicants need to verify which designation or recognized course pathway satisfies the requirement.
Level 3 focuses on brokerage management and regulatory responsibility
The full Level 3 Management exam assesses the knowledge required for higher-level brokerage responsibility, including management and regulatory obligations. RIBO’s current pathway also includes an Accelerated Management Exam for qualified candidates with sufficient licensing experience and recognized industry education. The accelerated exam is shorter, but eligibility is stricter because the candidate’s prior credentials and experience are doing part of the qualification work.
Study management scenarios around supervision, compliance, brokerage controls, reporting, and decisions that affect clients and the firm. A principal or supervising broker needs to see patterns across staff behavior and operations rather than solve only one transaction at a time. That broader perspective is the real reason Level 3 demands both experience and formal competence.
Level 3 adds management responsibility rather than simply more product detail. The current Management exam includes legislation and regulation, administration and finance, and financial-statement work. Eligibility also depends on licensing status and experience. This is consistent with the role: a principal broker or senior manager must understand governance, supervision, financial control, and regulatory accountability in addition to selling or servicing insurance products.
The announced 2027 retirement makes timing important for Level 3 candidates
RIBO has announced that the full Level 3 Management exam will be retired as of January 1, 2027, leaving eligible candidates to qualify through the accelerated path and the accompanying education and experience rules. A candidate considering the full exam late in 2026 should therefore confirm registration deadlines, result validity, and whether the chosen route can be completed before the transition.
Do not interpret the retirement as a reduction in management standards. RIBO is shifting how competence is demonstrated by relying more heavily on recognized industry education and targeted management assessment. The licensing outcome still depends on evidence that the individual can supervise a brokerage and meet regulatory responsibilities.
Timing now matters because RIBO has announced that the Level 3 Management exam will be eliminated on January 1, 2027. After that point, the Accelerated Management Exam becomes the exam route for applicants who satisfy the updated qualification requirements. A candidate planning progression across 2026 and 2027 should therefore decide which rules will apply on the intended examination date instead of assuming a pathway available today will remain open throughout the study period.
Use official exam resources rather than generic insurance summaries
RIBO provides or identifies authoritative resources for examination use, including consolidated regulatory materials. Candidates should become familiar with those documents before the exam so that legal and policy language is not being seen for the first time under time pressure. General insurance textbooks are valuable for product knowledge, but they should not replace Ontario-specific regulatory material.
Create an index of the official resources by topic: auto policy wording, acts, regulations, by-laws, and management obligations. Then practice retrieving the relevant section from a scenario. The goal is not to memorize every sentence of regulation; it is to recognize the issue, know where the authoritative rule lives, and apply it accurately.
Choose the licensing route from the current RIBO rules, not an archived study plan
The 2026 changes are significant enough that many older preparation pages are now structurally wrong. Level 1 remains the core entry exam, but Level 2 is no longer earned by the retired technical exams, and the full Level 3 Management exam has a defined end date.
