AGA Practice Test in 2026: Current CGFM Certification, Three Exams, Eligibility, and Maintenance

The AGA practice-test page relates to the Association of Government Accountants’ Certified Government Financial Manager (CGFM) credential. CGFM remains an active professional certification for people working in federal, state, and local government financial management. Candidates must meet education, examination, ethics, and professional-experience requirements before the credential is awarded.

AGA’s current CGFM program requires three exams: Governmental Environment; Governmental Accounting, Financial Reporting and Budgeting; and Governmental Financial Management and Control. The approved CGFM destination is the direct internal exam page. Each exam currently has 115 questions, lasts two hours 15 minutes, and costs US$150 per attempt through Pearson VUE.

Apply to the CGFM Program Before Testing

Candidates must apply to AGA, agree to the Code of Ethics, and provide degree documentation before they are authorized to sit the exams.

The current education requirement is a bachelor’s degree or higher from an appropriately accredited institution, with foreign-degree evaluation rules for international education.

Professional Experience Is Required for the Credential

AGA currently requires at least two years of professional-level experience in U.S. government financial management before awarding CGFM.

The experience requirement does not have to be completed before testing, but it must be documented and approved before the designation is granted.

Examination 1 Covers Governmental Environment

Study the organization and structure of government, legal and regulatory environment, accountability, budgeting context, ethics, public administration, and the distinctive environment in which government financial managers operate.

This domain helps candidates understand why government finance differs from private-sector finance even when some accounting concepts overlap.

Examination 2 Covers Accounting, Reporting, and Budgeting

Review governmental accounting principles, financial reporting, budget formulation and execution, fund concepts, standards, and reporting responsibilities across governmental entities.

Practice should include applying rules to scenarios rather than memorizing definitions alone.

Examination 3 Covers Financial Management and Control

Study cash and investment management, internal control, auditing, performance management, risk, procurement or related management functions as defined by AGA’s current content outline.

The exam tests whether candidates can connect financial-management concepts with accountability and control in public-sector settings.

The Three Exams Can Be Taken in Any Order

AGA allows candidates to take the exams in any order. The current eligibility period is 18 months from application approval, so candidates should schedule a realistic sequence.

If the eligibility period expires before all three exams are passed, the candidate must reapply under AGA’s current rules.

Retake Waiting Periods Matter

After a first failed attempt at an exam, AGA requires a 30-day wait. After another failure, the waiting period becomes 60 days for additional retakes.

Build enough time into the 18-month eligibility window so one unsuccessful attempt does not create a scheduling crisis.

Maintenance Rules Are Changing After 2026

Current CGFM holders renew annually and, for current two-year cycles, complete at least 80 CPE hours including ethics requirements. AGA has announced that cycles beginning on or after January 1, 2027 will require 70 CPE hours rather than 80.

AGA has also announced a membership requirement beginning in 2028. Candidates should use the live maintenance page when planning long-term renewal.

The Governmental Environment exam should be approached as the conceptual foundation for the other two tests. Review levels and branches of government, public accountability, legal authority, ethics, organizational structure, budget environment, and how public decisions differ from private-sector management.

Governmental Accounting, Financial Reporting and Budgeting requires careful study of fund accounting, financial-statement concepts, standards, budgetary control, and reporting relationships. Build examples that connect a government transaction with its accounting and reporting impact.

Governmental Financial Management and Control extends the credential into treasury, internal control, audit, performance, improper payments, procurement or management functions, and financial-management systems according to AGA’s outline. Candidates should understand how controls support stewardship and public trust.

AGA states that current CGFM exams reflect government regulations in effect as of the beginning of 2024. This is an important reason to use the current content outlines rather than old question banks that may rely on superseded regulatory details.

Each exam is substantial: 115 questions in two hours 15 minutes. Build practice blocks that require sustained concentration and decision-making rather than only ten-question quizzes.

Because exams can be taken in any order, choose based on background and scheduling. An accountant may prefer to start with Examination 2; a policy or public-administration professional may begin with Governmental Environment. The best order is the one that creates a realistic completion plan within the eligibility period.

The degree requirement applies before testing. Candidates with foreign degrees need an accepted credential evaluation that establishes U.S.-bachelor’s equivalence. Handle documentation early rather than studying for months and discovering an eligibility issue later.

Professional experience must be in government financial management at a professional level. Candidates should document responsibilities and dates carefully, even when they plan to satisfy the experience requirement after passing the exams.

For final preparation, create three separate study trackers—one per examination—with official outline topics, practice results, weak areas, and scheduled review. Treat CGFM as a three-exam program with one professional identity, not as one oversized general-finance test.

Governmental financial management is shaped by public accountability. Candidates should understand why legal authority, budget appropriation, transparency, public reporting, and stewardship can constrain decisions differently from a private business.

Ethics is not separate from technical competence. CGFM holders agree to the AGA Code of Ethics, and public-sector financial decisions can affect taxpayer trust, program integrity, and compliance with law.

Examination 1 preparation should include federalism and the relationships among federal, state, and local government where covered by the current content outline. Know which level of government or organization has authority in a scenario before choosing a financial-management response.

Examination 2 candidates should distinguish budgetary accounting, financial accounting, and management reporting. Similar terms may have different purposes depending on whether the audience is a legislature, management, external users, or program stakeholders.

Examination 3 preparation should include internal-control frameworks and the relationship among control environment, risk assessment, activities, information/communication, and monitoring where applicable to the AGA outline.

Performance management should connect resources and outputs with outcomes. Government programs may succeed or fail in ways not captured by spending variance alone.

Improper payments and fraud risk are important public-sector concerns. Candidates should understand prevention, detection, recovery, accountability, and why controls must balance effectiveness with administrative cost.

Study references should be kept current because law, standards, and guidance change. AGA explicitly states the current exam content is aligned to regulations as of a defined date, which helps candidates judge whether an older study guide is still usable.

For exam review, use AGA’s own sample questions to identify style and scope, then build additional practice around content outlines. Do not infer the entire blueprint from a third-party question bank because each of the three exams covers a broad professional body of knowledge.

AGA’s current program also requires candidates to maintain certification after earning it. Annual renewal, ethics, and continuing professional education reinforce the expectation that government financial managers stay current as standards and regulations change.

The announced CPE changes beginning with 2027 cycles make date-aware planning important. Candidates earning CGFM near the transition should check which CPE cycle rules apply to them rather than copying an older “80 hours forever” summary.

Before booking, verify AGA eligibility, Pearson VUE availability, and whether testing center or OnVUE delivery fits your environment. Exam logistics are easier to manage when degree documentation and eligibility approval are complete well before the intended date.

Governmental accounting standards and federal/state/local requirements can change, which is why AGA refreshes its examinations deliberately rather than instantly. Candidates should pay attention to the effective-date statement on the current content outline and avoid mixing newly issued guidance with an exam that has not yet incorporated it.

Because CGFM covers accounting, budgeting, internal control, auditing, performance, and financial management, a study group can be useful when members come from different public-sector specialties. Teaching a topic to another candidate often exposes gaps in understanding faster than rereading notes.

Build the final study week around the specific exam you are taking next rather than reviewing all three CGFM bodies at once. The program is integrated professionally, but each exam has its own content outline and deserves concentrated preparation.

Recheck AGA’s live exam and maintenance pages before scheduling because fees, CPE policy transitions, and program administration can change independently of the underlying financial-management concepts.

For each CGFM exam, build one-page summaries of the official content-outline domains and their relationships. This keeps review tied to AGA’s blueprint instead of the chapter sequence of a particular commercial guide.

Final Readiness Check

  • Confirm your CGFM program application and degree documentation before scheduling.
  • Prepare for three separate 115-question exams, each 2 hours 15 minutes.
  • Study the official content outline for each exam because the domains are distinct.
  • Plan around the 18-month eligibility period and retake waiting rules.
  • Track AGA’s announced 2027 and 2028 maintenance changes.

CGFM is a multi-part government-finance credential rather than a single generic accounting test. The strongest preparation plan treats each exam as a separate body of knowledge while preserving the common themes of public accountability, stewardship, control, and professional ethics.
