Microsoft’s current guidance recommends beginning with a clear role and purpose, then adding tone, scope, boundaries, escalation, and handling of ambiguity. Instructions should reference capabilities the agent actually has, and they should be tested incrementally because complex instruction sets can produce surprising interactions.<\/p>\n

Reliable instructions are therefore part of Microsoft Business AI Systems<\/a> and should move through the same quality process as other behavior-changing configuration.<\/p>\n

Give the agent one primary job<\/h3>\n

Start with a concise statement of role and purpose. The agent should know the audience it serves, the outcome it is responsible for, and the work it should decline.<\/p>\n

Negative boundaries still matter, but instructions are more reliable when the expected behavior is explicit.<\/p>\n

Examples should be used carefully. A few representative examples can clarify format or reasoning style, but too many can make the agent imitate surface patterns and consume context unnecessarily. If an example encodes an important rule, consider whether the rule should be stated directly or enforced in a flow.<\/p>\n

Tool descriptions and instructions can conflict. The orchestrator uses both, so a tool called \u201cSearch Customers\u201d with a description that implies write access can create confusion even if the main instructions say the agent is read-only. Review the entire capability surface as one prompt system.<\/p>\n

Instructions for autonomous agents need stronger process boundaries than conversational agents. Define trigger conditions, allowed actions, stop conditions, and escalation. An agent that starts from an event rather than an interactive user does not have a person present to clarify every ambiguous decision.<\/p>\n

Evaluation should include adversarial and messy input, not only clean demonstrations. Users will combine requests, omit context, change their mind mid-conversation, and ask for unsupported work. Reliable instructions help the agent recover gracefully rather than forcing every edge case through the happy path.<\/p>\n

Keep release notes for material instruction changes. Record what behavior the change intended to improve and which tests passed. This helps future teams understand why a strange-looking instruction exists instead of deleting it and reintroducing an old failure.<\/p>\n

Use variables and referenced resources instead of copying values into instructions when the platform supports it. This reduces maintenance and keeps environment-specific information out of a large text block.<\/p>\n

When the agent has several tools, add instructions only where orchestration genuinely needs help. Over-specifying every possible routing decision can make the prompt brittle and harder to adapt as tools change. Good descriptions plus a small number of decisive instructions are usually easier to maintain.<\/p>\n

Finally, test instruction deletions as well as additions. An instruction set often improves when redundant legacy rules are removed. Simpler instructions reduce token overhead, conflict, and the chance that outdated policy keeps influencing a system that has otherwise evolved.<\/p>\n

Ownership is important here too. Decide who may edit production instructions and who reviews high-impact changes. A broad maker group may be appropriate during development, while released instructions for a customer-facing or transactional agent may require a smaller approval path.<\/p>\n

Instructions should also be observable indirectly. Track which tools are selected, where the agent escalates, how often it falls back, and which evaluation cases fail after a change. Those signals show whether the prose is producing the behavior the team intended.<\/p>\n

The most reliable instruction set is not the longest. It is the smallest set of clear directions that works with well-designed tools, knowledge, identity, and workflow controls.<\/p>\n

When a new tool or knowledge source is added, revisit the instructions deliberately. The orchestrator now has more choices, so old routing guidance may become ambiguous. Capability growth can therefore create instruction regressions even when no instruction text was edited.<\/p>\n

Periodic instruction cleanup should remove obsolete rules, renamed resources, and compensating text that was added for bugs the platform or workflow has since fixed. Treat prompt debt like code debt.<\/p>\n
